Perhaps the key to Obama’s personality is the concept of Narcissistic Expectations Syndrome—everything has always been given to him on a silver plate, and he expects that to continue. When balked, he reacts with lethal rage. Thus, after the disaster of the 2014 midterms, Obama reacted with his insanely aggressive and plainly unconstitutional Executive Amnesty. Ironically, given the amoeba-like personalities of most professional politicians, Democratic and Republican, this means that to them he has created a fact.
The problem, however, is that Obama will not stop creating facts through executive order. Already, he has moved unilaterally to drop sanctions against Communist Cuba and to attack gun rights. His drive to Elect A New People will certainly continue—and, who knows, he may do something that actually upsets the GOP’s donors, like tightening pollution controls on industry.
What we have here is a constitutional crisis. The GOP leadership should get used to it.
Would it make any difference to the security of our homeland if the DHS were defunded? In matters of immigration and border control, the executive branch won’t let them do their work anyway.If the political class were really concerned about terrorism, it would not be importing Muslim “refugees” and other immigrants from the Middle East at the current pace.
But there’s a larger question beyond this. Nearly 3000 Americans died on 9/11. But nearly 4,500 died in the subsequent Iraq War and there were 407,000 American military deaths in World War II—in both cases incurred by deliberate public policy. How many losses, how much of a risk, is constitutional government, and protecting the historic American nation from demographic displacement, worth?
But the Left’s total control of the media often backfires because of the resulting overconfidence. For example, the fanatical immigration enthusiast editors of Bloomberg News just gloated:

As the triumphalist Bloomberg bullies inadvertently made clear, the GOP has nothing to lose.The problem is that giving Holder a proper send-off requires confirming his replacement, Loretta Lynch. And approving Lynch means acknowledging that they cannot block Obama's executive actions on immigration….
In other words: The fight over Obama's immigration order is over. Republicans have lost. Holding Lynch hostage — or even defeating her nomination, as Senators Ted Cruz and Rand Paul are urging — will not change this central fact.

I would say break the funding for Homeland Security up into parcels. Don’t present it as a whole bill. That makes it much more difficult for him to stand in the way.
