CDC suspends import of dogs from countries with high rabies risk
By Maggie Fox, CNN, June 14, 2021(CNN) The US Centers for Disease Control and Prevention said Monday it will suspend the import of dogs from more than 100 countries where rabies still spreads among dogs.
The decision will affect dog rescue missions, imports from dog breeders and people bringing in pets, the CDC said.It's because of a combination of factors -- the pandemic, a lack of facilities for quarantining dogs safely and three recent incidents of infected dogs that were brought into the country, the CDC said."This suspension applies to all dogs, including puppies, emotional support dogs, and dogs that traveled out of the United States and are returning from a high-risk country," the CDC said in a statement."This action is necessary to ensure the health and safety of dogs imported into the United States and to protect the public's health against the reintroduction of canine rabies virus variants (dog rabies). Because the dogs, even if they're very good dogs, are livestock, not humans, the CDC can order a "travel ban" on them based on them coming from "hellhole" countries—places that have rabies are mostly very Third World.
The list of countries, which for some reason is offline at the CDC, but which is available in Google's cache, and on Archive.is, (and still up on the Spanish page) is in fact a list of "hellholes". (Trump is alleged to have used the other word in private to Democratic Senators, who must bear the responsibility for any international offense.)
Rabies Vaccine Certificate Required When Coming From These High-Risk CountriesUpdated March 18, 2021
These countries and political units are considered high risk for importing dog rabies into the United States. Any dogs coming from these countries must have their valid rabies vaccine certificates to enter the United States. Written or oral statements and any documents must be in English or have a certified English translation.

Closer to the US, i.e. within walking or rafting distance, places with rabies include Belize, Bolivia, Brazil, Colombia, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Nicaragua, Peru, Suriname, and Venezuela...all sources of both legal and illegal immigration.
The CDC can protect American dogs, but has opposed travel bans to protect humans from Ebola, as Dr. Anthony Fauci opposed banning travel from China to protect humans from COVID-19 [Fauci, who opposed China travel ban and praised their transparency, criticizes Trump response, by Stephen Sorace, Fox News, March 11, 2021].
Why the difference? It's not just that humans aren't dogs, it's that immigrants are considered to have a sort of "bastard civil right" to immigrate, and immigrants from non-white countries are considered sacred objects.
Thus, the nonexistent rights of immigrants from these countries is more important than the lives of Americans.
