As Capitol Hill awaits the Senate Parliamentarian’s ruling on the Amnesty provision in the Build Back Better budget bill, Democrats say they may implement Amnesty regardless of whichever way the Parliamentarian rules.
Progressive Democrats held a rally at the Capitol on Tuesday calling for their party to overrule the parliamentarian and give illegal aliens a pathway to citizenship. The rally included such notables as Alexandria Ocasio-Cortez. That message was heard by influential Senate Democrats [Democrats weigh overturning Senate parliamentarian’s ruling on immigration, by Jennifer Haberkorn, Los Angeles Times, December 8, 2021].
Senate Majority Whip Dick Durbin says he is open to overruling the Parliamentarian, Elizabeth MacDonough, if she doesn’t approve the latest Amnesty proposal that gives illegals legal status but no pathway to citizenship. This idea is being pushed by California Sen. Xavier Beccera. “Whatever it takes to get this done,” he told reporters. “For Democrats as a whole, I think as time goes on, as negotiations continue, it’s increasingly clear how important and urgent this is.” Powerful New Jersey Sen. Bob Menendez is also open to the idea.
The one voice resolutely opposed to overruling the Parliamentarian is West Virginia Sen. Joe Manchin. “I’m not going to do that. They all know that,” he told Fox News this week. Without his vote, the bill dies.
Democrats are playing a risky game to pass their beloved budget bill. If the Parliamentarian rules against the latest Amnesty and forces Democrats to overrule her, they may kill the bill entirely if they lose the support of Manchin.
The Parliamentarian’s ruling is expected soon. The fate of the historic American nation may depend on her decision.
