Immigration and Customs Enforcement (ICE) is eyeing a summer rollout for a controversial ID card pilot program for illegal immigrants being released into the U.S. And the agency hopes it will modernize the documentation process for removal proceedings.
The ICE Secure Docket Card program was first reported on in 2022, and Fox Digital obtained images of the card last year. Now, ICE is planning a limited rollout of the program.
ICE confirmed to Fox News Digital this week the pilot program is expected to commence this summer with the distribution of approximately 10,000 cards. While the agency stressed that plans are “pre-decisional” and still subject to change, it is expected the cards will be issued in three or four locations in the U.S.

ICE SVU is denying that this identification card will be an “official form of identification,“ though just what will it be besides identification they don’t say. And there will be no prohibition on banks or sanctuary cities accepting the ICE SVU Amnesty Card as identification.
There has been a demand for decades for identification for illegal aliens. At first, the open borders crowd pushed consular identification cards, ID cards issued by foreign embassies and consulates to their citizens in the United States for their consular purposes only, as the solution. Eventually banks and sanctuary cities accepted the cards as legitimate identification. However, the documents were not legally valid forms of identification and not accepted by the Federal government, as consular identification cards do not meet the definition of a passport under American law, nor under various international conventions and United Nations International Civil Aviation Organization (UN ICAO), which regulate physical documents.
Fun fact: The legacy Immigration and Naturalization Service (INS) accepted Mexican consular identification cards as evidence of identity and citizenship when the Mexican government restricted the use of consular identification, called matricula consular, as at the time, Mexico would not issue those cards to Mexican citizens unless they were Lawful Permanent Residents (LPR), green card holders, of the United States. Consular identification then had a purpose for the Mexican government: When I was in the INS, Mexican nationals would appear at our offices to request temporary green cards in order to get a consular identification card when they need to travel to Mexico and had lost their green cards, as all Mexican male citizens were required to have their draft card in their possession when in Mexico or entering Mexico, but a matricula consular was accepted as a substitute to enter Mexico by the Mexican government.
But in the 2000s, illegal alien activists convinced Mexico to issue consular ID to its illegal alien population in the United States. Many Central American nations followed suit, and the Bush Administration did nothing to stop banks, other financial institutions, and sanctuary cities from accepting those cards as valid identification, even though the Federal Bureau of Investigation (FBI) reported that the matricula consular was not a secure document, with it widely being issued by Mexican Embassy and consulates widely issuing cards under assumed identities by Mexican criminals.
The U.S. Government has done an extensive amount of research on the Matricula Consular, to assess its viability as a reliable means of identification. The Department of Justice and the FBI have concluded that the Matricula Consular is not a reliable form of identification, due to the non-existence of any means of verifying the true identity of the card holder. The following are the primary problems with the Matricula Consular that allow criminals to fraudulently obtain the cards:
First, the Government of Mexico has no centralized database to coordinate the issuance of consular ID cards. This allows multiple cards to be issued under the same name, the same address, or with the same photograph.
Second, the Government of Mexico has no interconnected databases to provide intra-consular communication to be able to verify who has or has not applied for or received a consular ID card.
Third, the Government of Mexico issues the card to anyone who can produce a Mexican birth certificate and one other form of identity, including documents of very low reliability. Mexican birth certificates are easy to forge and they are a major item on the product list of the fraudulent document trade currently flourishing across the country and around the world. A September 2002 bust of a document production operation in Washington state illustrated the size of this trade. A huge cache of fake Mexican birth certificates was discovered. It is our belief that the primary reason a market for these birth certificates exists is the demand for fraudulently-obtained Matricula Consular cards.

The problem with fraudulent identities will not be solved with the ICE SVU Amnesty Identification Cards, as almost all illegal aliens appear in the United States without a valid passport issued by the nation of citizenship, so a near infinite number of fresh identities for illegal aliens will be created by ICE SVU. The only difference between ICE SVU and corrupt Mexican government officials who issued ID to illegal aliens is that ICE SVU employees will not be receiving bribes.
Soon, consular identification was surpassed by States issuing identification cards and driver’s licenses to illegal aliens, itself a crime, a violation of Title 8 United States Code, Section 1324, Bringing In And Harboring Certain Aliens. However, those documents remain invalid for Federal purposes, especially to identify oneself to Federal agencies, including the Department of Homeland Security (DHS). And illegal aliens are too lazy and cheap to apply for and receive a passport from their country of citizenship, which in many cases will not issue a passport to their citizens in the United States if they are here illegally.
So, to get universally valid identification cards issued to illegal aliens, ICE SVU stepped in. They would issue identification cards to all illegal aliens in removal proceedings, a significant number, approximating three million. So, ICE SVU came up with the rather pointless and expensive idea of issued ID cards to those illegal aliens in deportation proceedings but not authorized employment. Which is strange, since DHS is now giving employment authorization to almost all illegal aliens in removal proceedings, at least those who make a false claim of asylum, which is most.
So, it looks like DHS is planning some general amnesty for illegal aliens, perhaps based on paroling or granting employment authorization to all illegal aliens in deportation proceedings. Part of this will be encouraging illegal aliens to present themselves at ICE SVU offices to surrender and be placed in deportation proceedings, then given this ID card, just adding employment authorization to the document.
The story also claims that the document will only be valid for DHS components.
”While the specifics of the card and pilot are under development, it is important to note the secure card will not be an official form of federal identification,” the agency said. “The secure card will indicate it is for use by DHS agencies and would be provided only after national security background checks have been performed.”
Of course, this corresponds to another complaint by the illegal alien lobby, that illegal aliens cannot use their State-issued ID and driver’s licenses to board aircraft. Those documents state that the documents are not valid for Federal purposes, so the illegal aliens cannot fly. Now, with this ICE SVU Identification Card Amnesty, they can fly, as the Transportation Security Administration (TSA) is a DHS component and will accept this as valid identification.
This ICE SVU Identification Card Amnesty may turn out to be the biggest Biden Regime Administrative Amnesty yet.
